vCourse Goal: Provide knowledge and skills for the role of SAR controllers at MRCC/MRSC level, and Search and Rescue Units (Vessels, Life boats and Air assets). v Objectives: v SAR SYSTEM - Employ Regional SAR Responsability - State the duties of the SAR Coordinator (SC) - Employ the duties of the SAR Mission Coordinator (SMC) v COMMUNICATIONS SYSTEMS * - Identify methods of awarness - State Communications Policy - Receive a request for assistence via landline phone or VHF-FM radio v Objectives: v INICTIAL ACTIONS - Conduct interviews utilizing appropriate checksheets - Establish the approximate position - Employ the duties of a SAR Planner - Classify the case - Issue a Urgent Marine Information Broadcast – UMIB (Maritime Safety Information) v RESOURCES - State the Duties of On Scene Coordinator (OSC) - State the Duties of Search and Rescue Unit (SRU) - Dispatch SRU(s) - Monitor the case v Objectives: v OPERATIONAL RISK MANAGEMENT - Define the Mission task - Identify Mission hazards - Assess the Mission risk - Identify options to reduce mission risk - Evaluate risk versus gain - Execute the Mission - Monitor the situation v Objectives: v SAR BRIEFINGS - Brief SAR Chain of Command - Brief the SRU(s) - Conduct helicopter evacuation safety brief - Brief the Next of Kin - Implement the Critical Incident Communications Procedures v SEARCH PLANNING BASICS - Environmental Data: Leeway Winds/Surface Currents - Determine Last Known Position (LKP) - Calculate Datum (Most Probable Position) - Determine Search Area according available assets v Objectives: v SEARCH PLANNING BASICS - Search Plan Variables (Detection capability; Sweep Width (W); Coverage factor (C) and Trackspacing (S) - Search Patterns - Oversee Planner* v SEARCH PLAN EVALUATION - Evaluate the produced Plan - Manipulate the produced Plan v Objectives: v TYPES OF INCIDENTS - Radio or Inland Phone line MAYDAY Call - Uncorrelated Distress Broadcast - Flare incidents - Overdue incidents - SARSAT incidents v CONCLUSION - Close a SAR file - State the public affairs policy - Brief the Next of Kin - Cancel appropriate broadcasts - Recall SRU(s) - Debrief (SRU, SMC, Survivors) v Workshops: v Marine Enviroment – Portuguese hydrographical Institute v Safety of Navigation – Portuguese Nacional Maritime Authority v Shore Stations wth their Rescue Assets - Portuguese Nacional Maritime Authority (ISN) v Air Assets – Portuguese Air Force v Public Affair Policy – Portuguese Navy v GMDSS - Portuguese Navy School Of Naval Technologies v Submarine Rescue procedures - Portuguese Navy vCourse Pratical Component: v Navigation Simulator
